Just a comment – I have found it easier to run Windows 3.1 in Dosbox rather than VM. You might have to set a fixed cycles count to keep the sound from stuttering. The proper cycle limit will depend on what physical CPU you have, as well as the video mode you choose in Win 3.1. As an example, on an older 4th gen i3, I think I was able to use 30000+ cycles without the sound stuttering in 256-color mode, but only about 20000 in tru-color mode. Either should be plenty for Civ.
